Regulations on efficiency that apply to central heating boilers in the EU
The Boiler Efficiency Directive (BED) 92/42
The Council Directive 92/42/EEC on efficiency requirements for new hot-water boilers fired with liquid or gaseous fuels (called the Boiler Efficiency Directive) is giving mandatory minimum requirements for the boiler effiency but also a first labelling system (star rating) aiming at comparing appliances efficiency. The Directive is now soon obsolete as it will be replaced (in 2011?) by the ECOdesign directive.
ECOdesign directive
The DIRECTIVE 2009/125/EC "establishing a framework for the setting of ecodesign requirements for energy-related products" covers many energy-related products including central heating boilers (LOT1) and water heaters (LOT2). It is also frequently named "Eco-design requirements for energy-using products (EuP)". The LOT1 covers not only gas and fuel oil boilers, but also heat pumps, micro CHP, solar heating etc. Implementing measures will comprise minimum requirements for efficiency as well as a labelling system.

Other Directives
The Directive on the energy performance of buildings (EPBD) is the Directive 2002/91/EC (EPBD, 2003) of the European Parliament and Council on energy efficiency of buildings. The directive came into force on 4 January 2006 and requires member states to comply with a number of articles and especially the Article 8 (Inspection of boilers). In many countries the directive was implemented with minimum requirements on appliances efficiency. |
